  Fragile config opt registration

Status in OpenStack Image Registry and Delivery Service (Glance):

Status in Glance grizzly series:
  Fix Released

Bug description:
  Several places in the code import modules only to force certain config
  options to be registered, yet the calling code doesn't use the module
  at all. We need to clean up this opt registration.
