  silent failure when loading the paste deploy app

Status in OpenStack Image Registry and Delivery Service (Glance):

Bug description:
  If for example the keystone paste_deploy flavor is configured, but the
  keystone code is not installed, then the failure may appear to be
  silent (depending on how the glance service was launched).

  Instead the an appropriate error should be logged.
