  Folsom NEC plugin: Cannot create a tenant on some version of OpenFlow

Status in quantum folsom series:
  Fix Released

Bug description:
  Some version of NEC PFC (Programmable OpenFlow controller), one of OpenFlow controllers
  supported in NEC plugin, does not accept "description" field in create_tenant(),
  but the Folsom version of NEC plugin always passes "description" field to PFC.

  To create a tenant on PFC, description filed in REST I/F to PFC must
  be dropped.
