  repeated deletion on image member does not result in 404

Status in OpenStack Image Registry and Delivery Service (Glance):

Status in Glance folsom series:

Bug description:
  If an image membership is deleted more than once, the second and
  subsequent deletions would be expected to return a 404 Not Found as
  opposed to 204 No Content.

  This is the case on master, but on stable/folsom.

  In the latter case, the can_show_deleted logic gets in the way, such
  that for an admin caller the previously deleted membership is
  considered extant.
