I think we can delete a resizing instance now(grizzly), and also an
error instance, so I change this bug to fix released, if I'm wrong,
correct me pls.

  Fix Released

Bug description:
  To recreate, have an instance in RESIZE state that fails to finish and
  so remains in RESIZE.  The instance stays there and cannot be deleted.
