Status in OpenStack Compute (Nova):
  Opinion

Bug description:
  I'm not sure if this is a bug or not but I've noticed this a few
  times. If I have a nova.conf in my ~ nova will use that over the one
  in /etc/nova. I personally like the way that quantum does this with
  --config-file /etc/quantum/quantum.conf so that we always know the
  file that it's using.
