Title:
  trying to delete a paused instance returns permission error

Status in OpenStack Dashboard (Horizon):
  Confirmed

Bug description:
  start an instance, pause the instance

  In the drop down box the terminate instance option is removed (as long
  as the instance is paused)

  But still, it's possible to try to terminate the instance via checkbox
  on the left and then hit "Terminate instances" button.

  The error displayed is:

  × Error: You do not have permission to terminate instance:

  Which is just misleading.
