Thanks for the report and being interested in contributing!

The "Create folder" button was removed during the Grizzly cycle, when we
switched to prefix-delimited folders (see
https://github.com/openstack/horizon/commit/b36a285938a0d98978eeb992f5144788d5ce11ff),
so I believe this bug is no longer valid.

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Clicking the Create Folder button from Containers view/page to get the
  pop-up needs to give folder info in the pop-up not container info.
