Title:
  Allow one plugin to load multiple services

Status in OpenStack Quantum (virtual network service):
  Invalid

Bug description:
  The current logic in quantum/manager.py allows loading exactly one
  service extension per core or service plugin. It would be helpful to
  remove this limitation such that multiple services can be implemented
  by a core and/or service plugins.

  The changes required to achieve this might not be too large. Here's one way of doing this (can be improved):
