  Quota is not updated when a VM is removed from the Admin panel

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  When you access to instances section from the Admin panel, you can see
  the running VMs and you have the ability to terminate a VM. But this
  change does not update the tenant quota.
