  Invalid

Bug description:
  The master code. The network mode is quantum.

  $ nova net-create  my 192.168.1.1/1
  ERROR: Create networks failed (HTTP 503) (Request-ID: req-f9866cfc-3edf-40bc-8b19-1fa0dbc0f569)

  And log said:
  2013-04-24 08:14:28    ERROR [nova.api.openstack.compute.contrib.os_tenant_networks] Create networks failed
