Bug description:
  from docs/source/quickstart.rst

  roles = ('admin', 'my_other_role',) # Fine-grained RBAC per-panel

  This should be controlled in  a central file e.g. policy.json

  I want to be able to grant say a project user, that can only access
  certain panels.
