  Option group name 'DATABASE' should be lowercase

Status in OpenStack Quantum (virtual network service):
  Invalid

Bug description:
  In effort to have consistent option group name format across projects,
  bp cfg-lowercase-groups has merged in oslo.

  https://blueprints.launchpad.net/oslo/+spec/cfg-lowercase-groups

  This blueprint will normalize non lowercase names in conf files to
  lowercase, thus conf files are backwards compatible but referencing
  the groups in the code have to be done in lowercase.

  We should replace all 'DATABASE' references to 'database' to start off
  with this change.
