  Wrong settings in sshd_config under RHEL 6.4

Status in Init scripts for use on cloud images:
  Invalid

Bug description:
  Every (re)boot cloud-init adds two new lines to /etc/ssh/sshd_config
  instead of replacing existing settings.

  # rpm -qa cloud-init
  cloud-init-0.7.1-2.el6.noarch

  # cat /etc/redhat-release 
  Red Hat Enterprise Linux Server release 6.4 (Santiago)
