  migrate to oslo db code

Status in OpenStack Quantum (virtual network service):
  Won't Fix

Bug description:
  this eliminates some known issues with db thread pool exhaustion due
  to the fact that eventlet does not guarantee that all calls for a
  single transaction run in the same thread, which means exhaustion is
  still possible.
