[Bug 1185270] [NEW] creating a user from Dashboard and from Console requires different set of mandatory parameters.

If you create a user from console only username and password are
mandatory parameters, emailId is optional parameter. However if you try
to create a user from Dashboard using browser EmailId becomes mandatory
parameter. There needs to be consistency in both the way while creating
a user.
