  run_tests documentation on skip-selenium flag

Bug description:
  doc/source/ref/run_tests.rst says:
  "However, for a quicker test run you can skip the Selenium
  tests by using the ``--skip-selenium`` flag"

  When I run ./run_tests.sh --skip-selenium, it gives me an error
  message that "no such option: --skip-selenium".

  The selenium tests are excluded from the default run of run_tests.sh
  and the "--with-selenium" flag is needed to include them. It would be
  better to mention this flag in the docs instead of the unsupported
  "--skip-selenium" flag.
