Bug description:
  From a question on Launchpad:

  As on the tutorial, i was trying to run "./run_tests.sh -m startpanel
  flocking --dashboard=visualization" to create a panel, and then i
  received Unknown command: '--dashboard=visualization' Type 'manage.py
  help' for usage, I have check startpanel.py if --dashboard function
  exists and it was. I was using Openstack Grizzly and i have downloaded
  horizon from github for development. thanks
