  Glance v1 api deleting a deleted image gives 403

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

  should be raising HTTPNotFound when trying to delete a deleted image
  vs a HTTPForbidden. v2 glance api has the correct behavior
