  Provide graceful fallback from qpid notification errors

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  I received a request from a user to allow Glance to continue
  functioning even if qpid goes down and Glance is configured to use
  notifications through qpid.  Since notifications in Glance are an
  optional component, that shouldn't be a problem.
