Title:
  Tenant and user id required in volume usage notification message

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The method _poll_volume_usage() in nova/compute/manager.py generates a
  notification message recording data read and write counts to volumes,
  which it generates from libvirt.

  To make these messages more useful for billing purposes the tenant id
  and user id should be included in the message for each volume.
