   logger logs events multiple times when you use the default_log_levels

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  If you use the default_log_levels in cinder / nova / etc. and a log
  event matches these configuration then the event will be logged twice.

  For example if you have

  default_log_levels=cinder=DEBUG

  Then any log message that comes from cinder, with a log level >= DEBUG
  will be handled twice. In our case we get two messages printed to the
  log file.

  oslo-incuburator needs to be applied to cinder / nova to fix this.
