  nova service-list returns illegal result with non db service heartbeat

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  When nova doesn't use db service heartbeat driver, nova service-list
  reports that all services are down  because it uses db and current
  time to check whether service is alive or not. It should use
  nova.servicegroup.API.service_is_up().
