  Migration failures do not permit recovery

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Often when a migration fails, the original instance is still available
  and could be restarted.

  Nova currently will leave the instance in ERROR with no means to
  revert to the original instance.
