  config shortcut config.AGENT in NEC plugin has typo

Status in OpenStack Quantum (virtual network service):
  Fix Released

Bug description:
  In commit b8b2c4ebec7f8687215b5fd17a6f0fde84aee043, config shortcut 'AGENT' in plugin/nec/common/config.py is renamed to 'aGENT' unintentionally.
  NEC plugin agent cannot run.
