  NVP metadata support creates too many elevated contexts

Status in OpenStack Quantum (virtual network service):
  Fix Released

Bug description:
  The code for supporting metadata access in the Nicira plugin currently
  creates two elevated context both when creating and when destroyng the
  'metadata access network'.

  There is no reason for doing this operation twice, and it causes a
  waste of resources.
