Bug description:
  From the ML thread https://lists.launchpad.net/openstack/msg22497.html

  The current message about DEFAULT.root_helper is "Deprecated: DEFAULT.root_helper is deprecated!"
  and it is hard for users to find the right solution.

  It is better to add a message like "root_helper should be defined in
  AGENT section in the configuration file."
