  variable substitution in templates does not work in "screen" mode

Status in OpenStack Anvil:

Bug description:
  When the launch mode is set to screen the STATUS_BAR_CMD value in
  screen.py causes the substitution code to try to replace '%n%' with
  the variable n, which isn't defined. It looks like those values are
  part of the value being written to the file, and so no substitution is
  required.
