Title:
  git dependencies in component pip-requiers

Status in Anvil to forge OpenStack:
  Fix Released

Bug description:
  When a python setup.py occurs, it seems like that command will cause
  the pip-requires file to be parsed and any pips/pkgs we missed to be
  installed. This also seems to cause some git pulling to occur, which
  is sort of crappy. For a short term fix I am going to turn these off
  (via a config option) since apparently they are just needed for tests
  and we are handling the dependencies and not the pip-requires stuff
  that seems partially broken due to this...
