Bug description:
When uninstalling/re-installing openstack via devstack-py, it seems
that the rabbitmq log files end up being owned by root. That causes
rabbitmq to fail when trying to start openstack. This seems like a bug
in RHEL, but we have to accommodate it anyway...
Recommended fix from josh:
https://github.com/harlowja/Openstack-
DevstackPy/blob/master/devstack/distros/rhel6.py, add a subclass of
the rabbitmq installer that basically fixes that chmod.
Then change in https://github.com/harlowja/Openstack-
DevstackPy/blob/master/conf/distros/rhel-6.yaml#L637 to use that new
subclass.
