  move distro-specific logic from packager classes

Status in ANVIL for forging OpenStack.:
  Fix Released

Bug description:
  The apt package manager class knows to take some special actions when
  removing rabbitmq-server. We need some way for packages to hook into
  the components and provide extra logic to be performed without having
  to specify an entire class representing the package.
