  tests' signing certificates have expired in stable/folsom

Status in OpenStack Identity (Keystone):
  Invalid
Status in Keystone folsom series:
  Fix Committed

Bug description:
  The certificates in tests/signing/ have all expired as of this week.
  Tests no longer pass.  For Ubuntu, this prevents us from building and
  releasing any updates from stable/folsom.
