  Empty images stored in glance are stuck in state queued

Status in OpenStack Image Registry and Delivery Service (Glance):
  Invalid

Bug description:
  In havanna, the glance cli tool allows empty images to be uploaded
  that are set to state queued with an empty size.  This is present in
  grizzly as well.
