Title:
  When using multiple tenants, user is constantly logged out

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  When you create more than one tenant, and you to the project page.
  Using the drop down to change tenants results in the user being logged
  of Horizon about 75% of the time.   Also I have noticed that when this
  happens, and the user tries to log back in.  Horizon reports the users
  browser does not accept cookies (about half the time).  This occurs in
  both firefox and chrome (if that matters)
