  Not found Exception is logged as Error level

Status in OpenStack Quantum (virtual network service):
  Confirmed

Bug description:
  Not found Exception is logged as Error level

  If no problem errors such as not found logged as Error level, it is very hard to use Quantum Error log by Operators.
  Error log level should contains only Errors which needs operators help.
