    Use lowercase section names in Neutron (aka Quantum)
    
    Fixes bug 1194064
    
    The DEFAULT section remains the same.
    
    In addition to this the sql_connection has been changed to
    connection - this is for OSLO DB support.

  and https://review.openstack.org/gitweb?p=openstack%2Fquantum.git;a=commitdiff;h=8a6143e145f3ed46ef3d723e83c9f4f4a5447729 quantum will have upper and lower case section names.
