Title:
  vcpu_pin_set is not convenient to configure for cloud admin

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  cloud admin should know how many pcpus(i.e. 24) on the compute nodes and then configure the vcpu_pin_set to '4-23', if he wants to reserve pcpus 0,1,2,3 for the host.
  It's better to add support for '4-$' which has the same effect as above config '4-23', and the cloud admin needn't know how many pcpus on the compute node.
