Status in OpenStack Compute (Nova):
  Won't Fix

Bug description:
  To recreate:

  $ nova boot instance_errors  --image <image> --flavor 2 --nic net-
  id=<valid uuid but not a network UUID>

  The API will return a 202, but the instance goes to error once it
  reaches compute (NetworkNotFound gets thrown).

  Shouldn't this scenario be failing higher up the stack?
