  rabbitmq fails after restarting quantum server

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  rabbitmq fails after restarting quantum server a couple of times.

  Configuration:

  2 quantum servers with rabbit_ha_queues = True
  2 rabbitmq severs

  
  Messages in log file when rabbitmq fails:

  2013-05-03 10:31:00    DEBUG [quantum.db.agents_db] Message with invalid timestamp received
  2013-05-03 10:31:00    DEBUG [quantum.openstack.common.rpc.amqp] Pool creating new connection
  2013-05-03 10:31:00    DEBUG [quantum.db.agents_db] Message with invalid timestamp received
  2013-05-03 10:31:00    DEBUG [quantum.openstack.common.rpc.amqp] Pool creating new connection
  2013-05-03 10:31:00    DEBUG [quantum.db.agents_db] Message with invalid timestamp received
  2013-05-03 10:31:00    DEBUG [quantum.openstack.common.rpc.amqp] Pool creating new connection
  2013-05-03 10:31:00    DEBUG [quantum.db.agents_db] Message with invalid timestamp received

  To fix this issues I have to wipe rabbitmq queues and restart of
  quantum servers
