This was implemented as part of Identity API v3 as:

  GET /v3/roles?name={role_name}

       Status: In Progress => Invalid

  Provide a get_role_by_name in the identity API

Status in OpenStack Identity (Keystone):
  Invalid

Bug description:
  Similarly to the get_tenant_by_name and get_user_by_name, the identity
  API should provide a get_role_by_name.

  I'm writing a test case for another bug, and I need to retrieve the
  role ID given its name.
