  Qpid notification tests not run by default

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  The qpid notification tests are not run by default because the qpid-
  python package is not part of test-requires.  This leads to things
  like this: https://review.openstack.org/#/c/26131/ where the tests get
  broken and nobody notices because they don't get run.
