Title:
  Keystone v2 tenant api paginating but dashboard is not.

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Dashboard listing of tenants cuts off at the last 10 ordered by id
  desc.  Apparently dashboard is not supporting this and is expecting a
  listing of all tenants.
