Bug description:
  PortSecurityDBTestCases always loads the local DB_PLUGIN_KLASS:
  https://github.com/openstack/neutron/blob/master/neutron/tests/unit/test_extension_portsecurity.py#L183

  It therefore ignores the setting from the setUp method of the Nicira plugin test case: 
  https://github.com/openstack/neutron/blob/master/neutron/tests/unit/nicira/test_nicira_plugin.py#L265
