  Large lines with "Update port filter for" filling log files.

Bug description:
  We found our log files for our l3 agent growing huge.  By huge, I mean
  10s of GB a day on a single compute host.  We have heavy security
  group testing going on at the moment.

  I found that around 75% of the size of a 5GB log file was due to ~
  30,000 occurrences of a line relating to security groups that contains
  "Update port filter for ..."  The ... there is about 90,000 characters
  of python blob serialized to a string and output to the log file.
