  Add HTTP timeout in BigSwitch Neutron plugin

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  Currently, the plugin reads the timeout from the config file. Some
  standalone script interacts with the Bigswitch Controller through the
  plugin may requires different timeout. It is not desirable to make
  change to the config which, in turn, alters the plugin behavior. It is
  much less intrusive by passing in a timeout at the runtime of the
  script.
