Bug description:
  It seems there is not a generic rule that enforces router-interface-
  add:

  for example: 
      "add_router_interface": "rule: admin_or_network_owner",
      "add_router_interface": "rule: admin_or_owner",

  both prevent one from  performing router-interface-add
