  Divide dhcp and l3 agent scheduling into separate extensions

Status in OpenStack Neutron (virtual network service):

Bug description:
  During the discussions on https://review.openstack.org/#/c/34675/ and
  https://review.openstack.org/#/c/32137/ it was concluded that dhcp and
  l3 agent scheduling should be separated: each plugin may implement
  either both of them or just one. So it should be two separate
  extensions. Scheduling for some new agent (lbaas agent for example)
  should be added as a separate extension as well.
