  cast on scheduler instead of cells service

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Currently it looks like when creating a server with cells enabled
  nova-api is casting to nova-scheduler instead of nova-cells. This
  causes all scheduling to fail and all instances end up in BUILD state
  forever.
