  Fail in sqlalchemy utils on 'instance_type_extra_specs' table

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Fail drop_unique_constraint() (from sqlalchemy utils) on table  'instance_type_extra_specs'.
  This bug affects only sqlite engine.
  Sqlalchemy error message: "InvalidRequestError: This ForeignKey already has a parent !"
