Title:
  volume I/O usage notification events send too many times

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Each compute host collects the I/O usage for all hosted volumes hosted
  on it.

  But when it comes to notifying other systems of this information , the
  compute manage collects *all* the volume usages for all volumes in the
  system and sends this information out. This has the effect that all
  compute nodes send volume usage notifications for all the volumes in
  an openstack system.

  Each compute node should only collect and send the information for
  volumes hosted on it.
